NCAA Continues Media Guide Discussions

The NCAA Management Council, at its early 2005 January convention, voted unanimously to forward Proposal 2003-32, dealing with press book or recruiting book limitations, to the Division I membership for a 60-day comment period, which ends on March 14.

During the comment period, institutions and conferences can review and forward any amendments to the legislation.

Currently, the SEC is awaiting approval from its Presidents and Chancellors to forward an amendment to Proposal 2003-32 that would take the page limits on media guides from 200 pages (as stated in Proposal 2003-32) to 248 pages.

The Management Council will meet again April 11-12 to vote on all of the final legislation considerations, including the press book/recruiting book proposal. If the legislation receives approval from the Management Council in April, it will be forwarded to the NCAA Board of Directors for final vote at its meeting on April 28, 2005.

In its discussion on Proposal 2003-32, the Management Council did not alter the effective date of the legislation. As part of the Proposal, the intended effective date would be for sports competing in the 2005-06 academic year.

School representatives wishing to make comments may do so through their respective schools or conference offices. Those not affiliated with NCAA schools (i.e. members of the media) may express their comments through any member of the NCAA Management Council, through a local school (recommend faculty athletic representatives) or through a conference office.

Proposal No. 2003-32 – Recruiting – Printed Recruiting Materials.

Intent:To permit an institution to send a prospect, a prospect's coach and any other individual responsible for teaching or directing an activity in which a prospect is involved only general correspondence, questionnaires, camp brochures, institutionally prepared (non-athletics) publications available to all students, a recruiting or media guide (limited in size and length), NCAA educational materials and business cards; further, to permit all other recruiting materials to be posted on the institution's Web site; however such items may not be printed from the Web and provided to prospects via mail or during visits. Management Council Actions (January, 2005):

  • Gave initial approval and circulated the proposal for membership comment. (Unanimous Voice Vote – Effective Date: August 1, 2005.)
  • Approved an official interpretation related to the application of Proposal No. 2003-32 as follows (Unanimous Voice Vote.):
  • Institutions are restricted to printing either a media guide or recruiting brochure (but not both).
  • Any media guide recruiting brochure that is produced for the 2005-06 academic year has to be limited to the 200 pages.

Legislation: Forty-nine members comprised of athletics administrators (e.g. athletic directors, senior woman administrators, assistant athletic directors, conference administrators) faulty athletics representatives, and institutional administrators to whom athletics departments report or who have other significant duties regarding athletics.
